Binding re-binding scroll wheel unbinds it from UI interaction

**Description**
When binding mouse wheel down to jump for example, I can't scroll down on UI elements anymore.
**Repro Steps:**
1. Rebind scroll wheel down to jump.
2. Try to scroll down on crew member list
3. List won't scroll
